A comprehensive editorial publication designed to transform complex institutional information into a clear, structured and accessible document for public accountability.

Context
Government evaluations are written to satisfy an administrative requirement, not to be read. This one needed to do both — carry the weight of a formal institutional evaluation and still make sense to someone outside the institution.
Approach
Rather than dress the content up as a report, the publication was built as an information design problem: editorial structure, visual hierarchy, and typography working together so a reader could move through dense material — a finding, a case, a data table — without losing their place.
Outcome
The result reads like a publication, not a file — the institution’s evaluation made legible to the audience it was actually written for.
